Held: The requirement of an equivalency certificate from a State University for a Master’s Degree in Gandhi & Peace Studies obtained from Indira Gandhi National Open University (IGNOU), a UGC-recognized Central University, is ultra vires the University Grants Commission Act, 1956, and contrary to the National Education Policy and Government Order G.O.(Ms) No. 272/2018/HEDN dated 13.11.2018. No equivalency certificate can be insisted upon for degrees from UGC-recognized national institutions like IGNOU, IITs, NITs, IISc, or IISERs. The petitioner, having qualified the SET, is entitled to the certificate of pass. Writ petition allowed, directing the LBS Centre for Science and Technology to issue the SET certificate forthwith.
