Key Definitions and Bodies:
“Act” refers to the Energy Conservation Act, 2001.
The “Advisory Committee” is constituted by the Bureau under sub-regulation (1) of regulation 13.
An “Agency” is defined as specified in rule 2 of the Minimum Qualification Rules, 2020.
A “Certified Energy Auditor” or “Certified Energy Auditor (Building)” or “Certified Energy Manager” is a person holding a certificate under regulation 7.
“National Examination” means the examination conducted by the Bureau or its agency.
A “Register” is maintained for certified professionals under sub-regulation (1) of regulation 9.
National Examination Process:
The Bureau of Energy Efficiency (BEE) or its designated agency conducts the National Examination.
Eligibility requires qualifications specified in the Energy Conservation (Minimum Qualification) Rules, 2020.
The examination is conducted in English medium.
Application and certification fees vary based on candidate category (general, Scheduled Castes/Tribes, Other Backward Class, economically weaker, or company-sponsored) and the specific certification (Energy Auditor, Energy Manager, Energy Auditor (Building)). Fees are payable via demand draft or electronic mode.
Candidates must achieve a minimum of fifty percent marks in each paper of the National Examination to pass.
A maximum of six consecutive attempts are permitted for unsuccessful candidates.
Examination Structure and Syllabus:
The examination consists of six papers, each with specified duration and maximum marks:
Paper I: General Aspects of Energy Management and Energy Audit (3 Hrs, 150 Marks).
Paper II: Energy Efficiency in Thermal Utilities (3 Hrs, 150 Marks).
Paper III: Energy Efficiency in Electrical Utilities (3 Hrs, 150 Marks).
Paper IV: Energy Performance Assessment for Equipment and Utility Systems (Open Book Examination) (2.5 Hrs, 100 Marks).
Paper V: Fundamentals of Energy Efficiency and Sustainability in Buildings (3 Hrs, 150 Marks).
Paper VI: Code Compliance for Energy Efficiency and Sustainability in Buildings (Open Book Examination) (3 Hrs, 150 Marks).
The regulations include a detailed syllabus for all six papers, covering various aspects of energy management, efficiency in thermal and electrical utilities, performance assessment, and building sustainability codes.
Certification, Registration, and Renewal:
Upon successfully passing the National Examination, candidates will receive certification.
The Bureau maintains a Register of Certified Energy Managers and Auditors, issuing registration numbers.
Certification is valid for five years from the date of issue.
Renewal of certification requires attending a prescribed refresher course and assessment.
Certification can be cancelled for reasons such as providing false information, professional misconduct, failure to report data, or not attending refresher courses.
A duplicate certificate or identity card can be issued upon payment of a fee.
Responsibilities of Certified Professionals:
Certified Energy Managers are responsible for appointing and designating as Energy Managers, managing energy-intensive industries, and implementing energy conservation measures. Their functions include developing and managing energy programs, improving energy efficiency, and preparing reports.
Certified Energy Auditors (Buildings) are responsible for verifying design criteria, energy goals, project performance, and ensuring compliance with building energy conservation measures and codes. They also ensure that necessary documents are furnished to the authority and that building projects comply with relevant regulations.
